I finally got the signal and by continuing north up the coast and found him due east of Dalton Farms and due north of the Visitor Center on the coast. Also I did have Longfellow as a companion, so I don't know if that helped trigger the quest. Since he is random spawn you just have to circle the island coast. Don't remember the thread I found this advice at or I would have added the link. Your level when you find him will escalate the battle when you find him.

You should pick up 1 legendary piece from him plus the harpoon gun from Longfellow. Using the console commands might work but you have to be at one of the spawn sites.
